Huh.. working on anime eh.... hmm, well, the advice that I could give would probably to
a) keep on working hard. I spent an entire summer drawing and drawing and drawing and i've gotten MUCH better.
b) Try to find your style. Are you a shoujo or shounen artist? Do you prefer a certain style? Do you see another artist's style that you want to add a little twist to in order to make it your own?
c) ALWAYS draw the body BEFORE the clothes. DO NOT just draw the clothes without drawing the naked body beneath. It may feel a bit silly at first, but if you do that, your less likely to make the clothes look like skin.

a) I pratice every day when I get home from school
b) I like using a combination of other artist's styles, but I'm still playing around to try and find my own.
c) I found that one out early, when the shirt sleeves were exactly the same width of the arm, it wasn't right.

Oh gosh, I apologize for the mass late-ness of my reply, I had a REALLY bad virus, but its better now ^__^

ANYWAY, that sounds really great and its great that you are working so hard to make your art so much better ^__~

Oh, I have another suggestion, try focusing on certain parts of the body for a while, and tweak it, then add another part, tweak it, another part, and so on.. it really helps!
